A large U.S. health insurer had internal champions working to advance FinOps, but enterprise-wide maturity remained low across a siloed multi-cloud environment. Challenge
The insurer operated a complex multi-cloud environment, with cloud activity distributed across AWS, Azure, and GCP teams. Individual teams had developed their own reporting practices and operational rhythms, but the organization did not have a formal FinOps program to unify governance, visibility, accountability, optimization, and forecasting across the enterprise.Ā

The IT asset management team had advocated for FinOps adoption for two years, but progress had stalled within a highly siloed operating model and without a clear executive mandate. The challenge was compounded by the maturity of the clientās ITAM program. Internal teams had not yet defined how they would track usage, review consumption patterns, or align purchasing decisions with AI adoption. Because of Anglepointās longstanding partnership with the client and established role as a trusted licensing advisor, the procurement and ITAM teams engaged Anglepoint to help them evaluate the proposed contract terms, pricing structure, and usage implications before making decisions that could shape long-term AI spend.
The scale of the environment added complexity. Cloud costs were distributed across more than 100 cost centers, limiting leadershipās ability to understand spending by budget, run rate, or strategic investment. Some teams maintained manual dashboards, while others relied primarily on reactive reporting from managed service providers. Without a consistent source of cross-cloud cost data, optimization work completed in one environment did not reliably create visibility or value across the others.Ā
AI and GenAI experimentation added urgency. As the organizationās AI tool portfolio expanded, it needed forecasting, modeling, policy frameworks, and cost guardrails before those initiatives could scale responsibly. FinOps governance was becoming essential not only for existing cloud environments, but also for the next phase of AI-enabled technology spending.Ā
Solution
Anglepoint delivered a structured FinOps Program Transformation engagement centered on education, maturity assessment, strategy development, and process design. Cost savings were not the immediate focus. Instead, the engagement created the program foundation from which savings and cost-avoidance opportunities could be pursued as the organization executed its roadmap.Ā

The engagement began with discovery and assessment. Anglepoint interviewed leaders across the organizationās business, technology, finance, security, cloud, and AI functions. The team also analyzed cloud cost data, budgets, tagging standards, reporting practices, and governance structures. It then completed a FinOps Foundation maturity assessment across 21 capabilities and five lenses: Knowledge, Process, Metrics, Adoption, and Automation.Ā
The assessment confirmed that several core FinOps capabilities remained at an early maturity level, establishing a defensible baseline for prioritization and future measurement. It also identified an internal cloud team with more advanced practices in tagging, continuous optimization, and showback. This gave the organization an existing model to evaluate for broader adoption.Ā
Anglepoint delivered on-site FinOps Foundation Certified Practitioner training to a cross-functional group of leaders, creating a shared vocabulary before stakeholders aligned on ownership, metrics, governance, and roadmap priorities. Most participants completed the certification, giving the organization an internal group equipped to continue advancing the program.Ā
With that shared foundation in place, Anglepoint facilitated a Strategy and Roadmap Workshop. Stakeholders aligned on north-star metrics, prioritized initiatives, defined ownership, and established a FinOps charter and steering committee structure. The workshop enabled the organization to make the governance decisions required to continue independently, including who would own FinOps, which metrics would guide the program, and how progress would be measured.Ā
The resulting roadmap provided a phased path forward with defined owners, dependencies, and success measures. It emphasized practical progress during the first year: using existing tools and data more effectively, expanding governance and accountability, and refining the operating model as maturity increased.Ā
A dedicated Program Process Design workstream translated governance priorities into operational processes for showback, chargeback, forecasting, optimization, and AI and GenAI cost controls. This gave the insurer both a strategic governance foundation and a practical path for operationalizing FinOps over time.Ā
By training internal practitioners and developing the governance roadmap alongside client leaders, Anglepoint helped convert two years of internal advocacy into a sustainable enterprise FinOps foundation.Ā
